NAR’s New Multiple Listing Options for Sellers Policy

Here’s what we know now and what we are doing to meet the implementation deadline.

On March 25, 2025, NAR introduced a new policy, “Multiple Listing Options for Sellers.” Designed to exist along with the  Clear Cooperation Policy (CCP), NAR set a September 30, 2025, deadline for MLS implementation. NorthstarMLS immediately engaged the RMLS Board of Directors to begin forming an implementation plan. While we are in the initial stages, we want to share what we know with you:

What is the new policy?

The Multiple Listing Options for Sellers Policy exists in conjunction with CCP and other MLS policies to provide sellers and their agents more options and choice when marketing a property. 

The policy comprises multiple listing options for sellers including a new category, Delayed Marketing. This exemption allows a seller the option to instruct the listing agent to delay marketing a listing through Internet Data Exchange (IDX) and syndication for a period of time.

During this time, the home seller and the listing agent can market the listing in a manner consistent with the seller’s needs and interests, while the exempt listing will also be available to other subscribers on the MLS.

What does this mean for CCP?

CCP itself remains unchanged and in full effect. According to FAQ 3 on NAR’s policy page, “The Multiple Listing Options for Sellers Policy will work alongside CCP and other MLS policies to provide sellers and their brokers more options and choice when marketing a property.”

NAR clarification: In rolling out the Multiple Listing Options for Sellers Policy, NAR issued a clarification to CCP that allows one-to-one communication. This is effective immediately within the NorthstarMLS service area.

REALTOR® Magazine explained, “NAR’s new clarification of its policy interpretation that one-to-one, broker-to-broker communications about listings do not trigger CCP requirements. However, multi-brokerage communications about a listing will constitute public marketing under CCP.”

How will NorthstarMLS Implement the New Policy?

As mentioned above, NorthstarMLS is currently working with multiple technology vendors to ensure our technical implementation can be executed by the September 30, 2025, deadline. This will involve careful collaboration with our vendors to create updated implementation calendars and help ensure a seamless experience for you, our subscribers. Once these plans are in place we will publicly communicate them with you.

What hasn’t changed?

The new policy does not change the mandatory submission deadline required by both NorthstarMLS and CCP to file a listing within the MLS within one (1) business day from public marketing.

Where can I go for more information?

In addition to updates from NorthstarMLS via email and www.northstarmls.com, NAR launched new resources for “Multiple Listing Options for Sellers” on facts.realtor, to educate members about these changes. It will be continually updated and augmented to meet member needs.
